Hate to break the news to anyone but Knoxville is just as bad if not worse. Knox county receives federal money because its a high drug traffic area. Has a lot to do with I-40 and I-75 being so close. But I can assure you every sec program has this going on campus and in their athletic programs.

While I'm inclined to agree with you in principle (even though I hate the stuff, personally) as someone who supports legalization, the bottom line is you shouldn't be doing it as long as it's illegal.
And yes, the same principle applies to those of us who engaged in underage drinking, which is also illegal. Think back on how many things we did while young and dumb that didn't get us killed or arrested, but could have and/or should have, looking back.
"Everybody does it" wasn't a good enough excuse when I used it (the excuse, that is, not pot) nearly 30 years ago, and it's not now.
All that said, since much of the money spent on such stings is federal, as others posted, you and I are paying for those roundups, too, and if there's a violent crime problem in the area, one would hope they'd spend more effort on preventing/solving that...but as usual in this world, our hopes would be crushed like a potato chip under the blade of a road grader.
But hey, the men's BB team is playing great, so life's good!

The key component in changing culture is to, essentially, take it on your own hands. With marijuana, the more people that ignore the law and use it, it changes the common perception, influences important people, etc. Think back to bootlegging of alcohol. That problem was so rampant, it took the criminals and their activity to convince politicians that people needed their drinks and there was ultimately, nothing they could do to stop them.
What campus police do is just pathetic. Fining kids and putting them up for student review, possibly endangering their academic careers over some dumb substance. Confiscate and walk away. That's what I say.
