I hope you're not a Tennessee engineering major. You can't get water to flow up hill. Alabama and Mississippi could build a canal to the Mississippi before we could get it back to do so. Also, after it flows back to Tennessee it provides a lot of water to the mid and western part of the state. What if Alabama just took the water and sold it to Georgia? As for the desalination plant idea even Georgians aren't dumb enough to do that. To build a desalination plant off the coast and then pump that water all the way to Atlanta it would be the most expensive water in the world. Also, desalination plants aren't located off the Atlantic coast. They need calmer gulf coast waters to build desalination plants. The one in Florida is in Tampa bay.
