The so-called safe zone for that type of contact extended two yards into the end zone because of where the line of scrimmage was. That's why it wasn't called.
i thought it was a good no call. San Fran put themselves in a bad spot with poor play calling on the previous few downs.
I've tried to explain to a couple of high school coaches why and when you take a safety out of the punt formation...only get confused looks and be written off.

Ya I totally agree but the way he had a hold of him the receiver had no chance of getting to the football and it could have been a catchable ball if he had a chance and wasn't held
