I understand why you would say that, but for the first time in a long time I disagree with you regarding Dooley. Dooley had NFL talent at the 7 positions on offense that were held by his recruits. On D, Randolph and McNeil will be in the league, Johnson and Maggit, Sentimore, McCullers, Couch will all be in the league. I think Jordan Williams has a shot. Dooley can recruit and did it well enough to win. His recruiting isn't why UT didn't beat GA, Mizzu, FL, Vandy, or South Carolina. Five losses because of poor coaching, whether it had to do with his decision making or the horrible defensive scheming. Better coaches could have won all five of those games with the current talent.

Jones is going to get the same type of boost to the 2013 class that Dooley got with the 2010 class due to "new blood" running the program. What will ultimately separate the two is how Jones not only recruits for 2014 and beyond, but the type of product he can put on that field every single Saturday.
Where Jones has an advantage over Dooley right now is that a) he has a winning record with a higher profile program, b) a system that has worked at multiple schools, and c) more time to solidify his first recruiting class than Dooley did when he took over. The Tennessee roster is also much deeper today then it was in 2010, so Jones will have a better foundation to build upon as well.
But none of this guarantees success. Rather, I think it sets the expectations higher than they might otherwise be.
