I've wondered that myself. Fulmer isn't much older so that's not an issue for him. Only thing I can think of is that Fulmer is very picky while Tubbs just wants a job wherever he can get it.

Phil has discussed a few jobs but none of them have been the right fit. He'd like to coach again, but is being really picky about the job. He has a nice place on a bunch of land out in Maryville and he wants to retire there, so he isn't interested in just taking any job. He would take the right job (not sure what his criteria are), go coach for a handful of years and then come back to Maryville for good if that right job came along...it just hasn't yet.

Ive heard it mentioned that he may be black balled..

Yeah don't remember where I seen or heard that but it was recently. You could make the argument he is being selective or just has no interest but you could also argue the other side
